ADVERTISEMENT FOR BIDDERS

Sealed proposals will be received by the City of Hiram Operations Manager’s Office, 217 Main Street, Hiram, Georgia 30141 until:

March 21, 2013, 10:00 AM EST

For the project known as:

FY2013 – Hiram Gateway Sign Project

Proposals will be opened and read aloud at City Hall, located at 217 Main Street, Hiram, Georgia 30141 shortly after 10:00 AM EST. Proposals received after the designated time will not be considered. The OWNER of the project is the City of Hiram, Georgia. The Architect for the project is Croft & Associates.

The approximate extent and character of the Work is generally described as follows:

This project consists of the construction of a Gateway sign for the City of Hiram, based on the plans and specifications provided by Croft & Associates. The project includes all referenced landscape activities, as detailed in the plans and specifications.

Bidders shall inform themselves concerning Georgia Laws and comply with same.

Bidding Documents are available for review at the following locations:

• Hiram City Hall, 217 Main Street, Hiram, Georgia 30141, Telephone Number: (770) 943-3726.

• The offices of Croft & Associates, 3400 Blue Springs Road, Suite 200, Kennesaw, Georgia 30144, Telephone Number: (770) 529-7714.

Bidding Documents will be available until March 14, 2013, and may be obtained upon payment of $50, non-refundable, from the offices of Croft & Associates at the address given, by appointment. The OWNER will not consider a Bidder’s proposal if the Bidder is not on record with the Architect has having purchased a set of plans. Should the bidder have any questions regarding the plans or specifications, the question must be submitted to Croft & Associates, attention Sebastian Archer, via e-mail sarchare@croftandassociates.com, or by fax at (770 529-7716, by 5:00 PM EST on or before March 15, 2013.

The time allowed for Substantial Completion is 30 calendar days from the date of Notice to Proceed.

Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the OWNER for faithful acceptance of the CONTRACT, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.

The Successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The terms and time for payment are set forth in the Agreement.

Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do business in the State of Georgia.

All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date. No BIDDER may withdraw his bid within sixty (60) days after the date of the Bid opening.

Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. Each sealed envelope containing a Bid must be plainly marked on the outside as, "FY2013 – Hiram Gateway Sign." If bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in a separate mailing envelope to the attention of the OWNER at the address previously given.

This is a locally funded project. The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
