Sealed bids for furnishing all materials, labor, tools, skills, equipment, and miscellaneous items
necessary for the construction of the Hiram - Echo Point Subdivision Storm & Road Improvement located in
Paulding County, Georgia will be received by the CITY OF HIRAM, herein referred to as the OWNER, at
Hiram City Hall, 217 Main Street, Hiram, GA 30141 until:
Wednesday, June 5th, 2019 10:00 A.M., Local Time
Bids will be publicly opened and read aloud at this time and location. Bids received after said
time and date will not be considered by Owner and will be returned unopened.
The approximate extent and character of the Work is generally described as follows:
This project includes the milling and repaving of approximately 12,200 square yards (SY) of asphalt
roadway, the installation of speed bumps, the replacement of 12 catch basin tops with new tops with
manhole lids, and curb modifications needed for proper drainage in and around Hardy Way, Surrey
Court, and Echo Point Place in Hiram, GA.
Bidders shall inform themselves concerning Georgia Laws and comply with same. NOTE: The Contractors
Affidavit for Electronic Verification of Work Authorization Programs form (E-Verify) shall be
executed and submitted as part of the bid package. Contractor’s Bid will be considered
non-responsive without conformance to E-Verify requirements.
Bidding Documents are available for review and purchase by prospective Bidders. Bidding Documents
may be obtained for a non-refundable fee of $125.00, payable by check or money order at the offices
of the Engineer, Rindt-McDuff Associates, Inc., 334 Cherokee Street, Marietta, Georgia, 30060,
770-427-8123. The check or money order shall be made payable to Rindt-McDuff Associates, Inc. The
Owner is not obligated to consider a Bidder’s proposal, if Bidder is not on record with the Issuing
Office as having received complete Bidding Documents from the Issuing Office.
The project has a maximum time for total completion which shall not exceed 60 consecutive calendar
days from the starting date specified in the Notice to Proceed.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by
the Owner for faithful acceptance of the contract, payable to, in favor of, and for the protection
of the Owner in an amount equivalent to five percent (5%) of the total amount payable by the terms
of the Contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in
equal amount.
The Successful Bidder will be required to furnish performance and payment bonds with the executed
Agreement meeting the requirements of the Contract Documents and executed on the forms attached to
the Agreement. The terms and time for payment are set forth in the Agreement.
Surety and insurance companies must be listed in the Federal Registry of Insurance Companies
Circular 570,
holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be licensed by the
Georgia Insurance Department and the Georgia Secretary of State to do business in the State of
Georgia.
All Bids will remain subject to acceptance for 60 days after the day of the Bid Opening, but Owner
may, in its sole discretion, release any Bid and return the Bid security prior to that date.
Each bid must be submitted in a SEALED ENVELOPE, addressed to the Owner. Each sealed envelope
containing a Bid must be plainly marked on the outside as, “Hiram – Echo Point Subdivision Storm
and Road Improvements”. If bid is forwarded by mail, the sealed envelope containing the Bid must be
enclosed in a separate mailing envelope to the attention of the Purchasing Manager at the address
previously given.
The Owner reserves the right to reject any or all Bids, to waive formalities, and to re-advertise.
