PROFESSIONAL PLANNING SERVICES

LIVABLE CENTERS INITIATIVE
DOWNTOWN HIRAM AREA
The City of Hiram is soliciting qualifications from experienced firms for Professional Planning Services for the “Livable Centers Initiative” project located in Hiram, Georgia.

A project map and description are provided in attachment A. The purpose of the LCI study is to develop projects and programs that reduce dependency upon automobiles for local trips, improve alternative transportation access, and develop vibrant, human scale characteristics within our core activity area. The multi-disciplined LCI process would result in a unifying urban design theme for Hiram, and re-establish a pedestrian character to this activity area. The LCI study’s mission is to implement appropriate policies by demonstrating to the community a thoughtful, imaginative and cooperative approach to the planning, design and development process. In addition, the plan would develop recommendations to improve pedestrian and bicycle infrastructure, discourage sprawl type development, address traffic calming, and beautify the downtown area. As part of the process, several public workshops and review meetings will be required to obtain citizen and local business input.

Scope of Services

The general scope of services shall be to conduct planning services for the historic downtown activity area in Hiram.  ARC has approved a scope of services, budget and schedule for the plan, it is provided in Attachment A.

Proposal Items

Please submit the following items with your statement of qualifications.

Names and resumes of a Principal and key staff members who will work on the project (Note: These personnel are expected to attend all meetings).
Subconsultants – firm name, key personnel, scope of services.
Schedule to complete the project (Time frame for deliverables after Notice to Proceed.  Anticipated July 30, 2015 finish date).
Description of similar or related projects successfully completed and names of references (References will be thoroughly checked).
 Three (3) copies of the qualification statement should be delivered by 11:00 am on April 3, 2014 at the following address:

Criteria For Selection:

The following criteria, as a minimum, will be used to evaluate qualifications:

Nature, quality and success  of previously completed and related work;
Consultant understanding of the project;
Qualifications of personnel who will actually work on the project;
Commitment to complete work on schedule;
Experience with community-driven design processes and consensus building;
Experience with public infrastructure projects and associated construction costs;

Miscellaneous:
Definitions:
Consultant - For the purpose of this Request for Proposals,
“CONSULTANT” shall mean Planners, Landscape Architects, Architects, Engineers, Consultants, Joint Ventures, Firms or other persons submitting a response to this Request for Qualifications.

City - For the purposes of the Request for Qualifications, “CITY” shall mean the City of Hiram personnel or designated representatives.
