Sealed proposals will be received by the City of Hiram, Project Manager’s Office, 217 Main Street, Hiram, Georgia 30141 until:

For the project known as:

FY2018 – CITY OF HIRAM SPEED TABLE PROJECT

FY2018-0001 Speed Tables

Proposals will be opened and read aloud in the City Hall Training Room at 217 Main Street, Hiram, Georgia 30141 shortly after 2:00 PM EST.  Proposals received after the designated time will not be considered.  The OWNER of the project is the City of Hiram.  The Engineer/Architect for the project is Rindt-McDuff Associates, Inc.

The approximate extent and character of the Work is generally described as follows:

The City of Hiram, Georgia will be receiving sealed Bids for all material, labor and equipment for the Speed Table Program. The work includes the construction of fourteen (14) speed tables on various streets including pavement markings and signage, traffic control, and removal of four (4) existing speed humps and three (3) existing speed bumps in accordance with the Speed Table Location Map and Standard Details and Specifications. Of the speed humps/bumps to be removed, four (4) are to be replaced with new speed tables (included in the overall 14) and three (3) are to be removed and repaired to match existing roadway and markings.

Bidders shall inform themselves concerning Georgia Laws and comply with same.

Bidding Documents are available for review and purchase by prospective Bidders at the Hiram City Hall, 217 Main Street, Hiram, Georgia 30141, Telephone Number:  (770) 943-3726.

Bidding Documents may be obtained upon payment of $50.00, non-refundable.  The OWNER is not obligated to consider a Bidder’s proposal, if Bidder is not on record with the Paulding County Department of Transportation as a qualified contractor or hold a Business License in the State of Georgia.

The time allowed for Substantial Completion is 30 days from the date of notice to proceed.

Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.

The Successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The terms and time for payment are set forth in the Agreement.

Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be licensed by the Georgia Office of Insurance And Safety Fire Commissioner and the Georgia Secretary of State to do business in the State of Georgia.

All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date.

Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER.  Each sealed envelope containing a Bid must be plainly marked on the outside as, “FY2018 – City of Hiram Speed Table Project.”  If bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in a separate mailing envelope to the attention of the OWNER at the address previously given.

A pre-bid conference will be held in the Training Room at the Hiram City Hall, 217 Main Street, Hiram, Georgia 30141 on August 30, 2017 @ 10:00am EST.

The Owner reserves the right to reject any or all Bids, to waive formalities and re-advertise.
