Description:
Sealed proposals will be received by the City of Hiram City Director of Public Works Office, 217 Main
Street, Hiram, Georgia 30141 until: 2:00 pm on January 29, 2015 for the Project known as:
City of Hiram GA Downtown Sewer Service Area Hiram Lift Station
at which time and place the proposals will be publicly opened and read aloud in the Council Room, City of Hiram at 217 Main Street, Hiram, Georgia 30141. Proposals received after the designated time will not be considered.
The OWNER of the project is the City of Hiram.
The ENGINEER for the project is the Croy Engineering, LLC. The approximate extent and character of the Work will be performed within the limits of the City of Hiram Downtown Sewer Service Area and is generally described as follows:
1. Precast concrete wet-well with two (2) submerged pumps and appurtenant equipment and site
work;
2. Approximately 1,700 linear feet of 10” Ductile Iron Force Main (DIP) with tie into approximately
1,700 linear feet of new 10” gravity sewer-main and appurtenances;
3. Install approximately 1,600 linear feet of 8” gravity sewer-main with appurtenances;
4. All labor and materials to complete the project.
BIDDERS shall inform themselves concerning all pertinent Georgian Laws and comply with the same.

Bidding Documents may be obtained upon payment of $200.00, non-refundable. The OWNER is not
obligated to consider a BIDDER’S proposal, if BIDDER is not on record with the ISSUING OFFICE as
having received complete Bidding Documents from the ISSUING OFFICE.
All BIDS will be opened at the designated date and time of receipt. Failure to deliver a BID in the format required will result in disqualification.
TIME FOR COMPLETION: The overall time allowed for Substantial Completion for the total project is
150 calendar days, and the time allowed for completion and readiness for final payment is 180 calendar days from the date of Notice to Proceed. This project will be constructed in one phase.
Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approved by the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection of the OWNER in an amount equivalent to five percent (5%) of the total amount payable by the terms of the contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equal amount.

SECTION 001113 - ADVERTISEMENT FOR BIDDERS

As part of the Bid submittal, each submitting Bidder is required to submit Contractor’s qualifications on similar projects. The criteria for Contractor’s qualification includes, but is not limited to: (a) evidence of experience and successful completion of projects of similar in scope to this project, including at least three [3] references from other municipal jurisdictions; (b) evidence of financial and other resources to complete the work on schedule; (c) evidence of insurance and bond requirements. Contractor’s qualification will become a part of the evaluation of the submitted Bid Proposal.
The Successful Bidder will be required to furnish performance and payment bonds with the executed Agreement meeting the requirements of the Contract Documents and executed on the forms attached to the Agreement. The terms and time for payment are set forth in the Agreement.
Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in the Federal Registry of Companies holding Certificates of Authority and Acceptable Sureties on Federal Bonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State to do business in the State of Georgia.
All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but OWNER may, in its sole discretion, release any Bid and return the Bid security prior to that date.
Each bid must be submitted in a SEALED ENVELOPE, addressed to the OWNER. Each sealed envelope containing a Bid must be plainly marked on the outside as:

The sealed envelope shall contain one (1) original executed BID form with required attachments and two (2) copies of said Original. If bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in a separate mailing envelope to the attention of the OWNER at the address previously given.
A Mandatory Prebid Conference will be held in the Council Room at the Hiram City Hall, 217 Main Street, Hiram, Georgia 30141 on January 14, 2015 at 3:30 pm EST.
The Owner reserves the right to waive any formalities or irregularities; to reject any or all Bids; and re-advertise this work.
